

URGENT APPEAL TO THE INTERNATIONAL COMMUNITY

Subject : Immediate Mobilization to Protect Civilians in Azawad Imouhagh International Organisation issues an urgent appeal to the United Nations, its member states, and all international human rights organizations to take immediate action to protect civilian populations in Azawad.
The region is facing a critical situation, where unarmed civilians are subjected to severe violence amid a profound security vacuum following the withdrawal of the United Nations mission in Mali (MINUSMA) on December 31, 2023. This has left populations without any effective protection mechanisms.
Recent information, following the withdrawal of Malian forces and their allies from the Wagner group, designated as a terrorist organization in the United Kingdom and some other countries, from the Kidal region, indicates alarming developments, including :
— Discovery of mass graves, particularly in the Tessalit area.
— Cases of enforced disappearances.
— Serious human rights violations, including physical violence and looting of civilian property.
— Allegations related to human organ trafficking.
In light of this emergency, Imouhagh International calls for :
— Immediate international action to ensure the protection of civilians.
— The establishment of independent monitoring and investigation mechanisms.
— Safe humanitarian access for affected populations.
— A firm response against all forms of impunity.
A direct appeal is also addressed to :
— The Secretary-General of the United Nations.
— The Prosecutor of the International Criminal Court.
— International human rights organizations, to act without delay in opening independent investigations, identifying responsibilities, and ensuring the protection of civilians.
Every hour matters. Every silence costs lives.
The international community must act now to prevent further deterioration of the humanitarian crisis in Azawad and across the Sahel region.
Imouhagh International Organisation calls for urgent, coordinated, and decisive mobilization, and urges all actors on the ground to cooperate fully with any international effort aimed at uncovering the truth and delivering justice to victims.
