Because this is how they like to do things, because they enjoy being cruel, because they lack humanity and because they want to bring fear and terror and they get payed to do it. But dont get fooled, Africa Corps or Wagner, its the same evil thing. Dirty brutal murderers operating in a mafia manner.
They were recently sanctioned by the UK who in september 2024 did classify them officially as a terrorist organization.
