The Democrats Panel expresses its deep indignation over the massacres committed on November 26, 2025 by a joint patrol of the Malian Armed Forces (FAMa) and Russian mercenaries of Africa Corps in the Timbouktou region.

At least ten Tuareg civilians were executed, including women and children, in several locations around Razelma. The actual number of victims is higher, according to witnesses and survivors.

This release presents a complete list of identified victims, as documented by residents, notables and community organizations.

VICTIMS IDENTIFIED IN AMARANANE

(Kel Aghazaf Community – Originators of Razelma)

The four men were cut and then burned:

2. Hamad Ahmed AG Mohamed AG Amri

3. Mohamedoune AG Mohamed AG Aamri

4. Oumar AG Kamoussa’s son (name pending)


VICTIMS IDENTIFIED IN NIJHALTATE

Massacre committed by heavy weapons (12.7 mm, rockets) on civilians sitting in the shade.

2. Mohamed Aboubacrine AG Hamadi, 38 years old

3. Tafa Walat Attaye AG Alladi, girl

4. Unidentified Girl

5. Fadimata Walet Efad AG Ahmedou AG Lissou, 20 years old, wife of Mohamed Aboubacrine

6. Two Unidentified Women

B. Other confirmed victims in Nijhaltate:

7. Takouberte Wallet Ibrahim AG Hamadi

8. Aïcha Walet Hammani, 28 years old — mother of four children

9. Timma Walat Hamadi — mother of Aisha, sister of Mohamed Aboubacrine AG Hamadi

10. Hayou Walat Hamadi — sister of Timma and Mohamed Aboubacrine

Total confirmed in Nijhaltate: at least 10 dead, including several women and children.


INJURED AND KIDNAPPED BY SOLDIERS

Three injured women were taken away by the Malian and Russian military:

1. Wounded teen (name not tagged)

2. A grown woman unidentified

3. A woman critically injured died on the road, witnesses say

Two injured survivors were transported late at night to Goundam Health Center on Nov. 26.


DEPREDATIONS IN TISSIKOREYE AND ZOUÉRA

The day before the massacres:

Systematic looting, sacks of grain torn open, animals killed, homes burned, shops dynamited by Africa Corps and FAMa.

CONDEMNATION AND DEMANDS OF THE DEMOCRATS PANEL

The Democrats Panel:

Expresses its full solidarity with the families of the victims in Razelma, Nijhaltate, Amaranane, Tissikoreye, and Zouéra.

Condemns in the strongest possible terms:
These summary executions, destruction of civilian property, and enforced disappearances.

Demands the immediate opening of an independent international investigation to establish responsibility and prosecute the perpetrators of these war crimes.

Denounces the scorched-earth policy pursued since the arrival of Africa Corps in 2024, which systematically targets Tuareg, Arab, and Fulani populations.

Calls for the urgent protection of civilians, particularly the nomadic communities of Lake Faguibine.

CALL OUT TO THE INTERNATIONAL COMMUNITY:

The Panel of Democrats calls on the United Nations, the African Union, ECOWAS, the European Union, and human rights organizations to acknowledge the gravity of these crimes, document the violations, and initiate diplomatic and legal action to end impunity.

These repeated massacres are no longer military operations; they constitute a campaign of cleansing against entire villages.

The Panel of Democrats reaffirms its commitment to truth, justice, human dignity, and the protection of all communities in Mali.
