A manifestation with a serious message was held today on june 14, 2025, in front of the International Criminal Court in Haag’, the Netherlands, through the Arab-Tuareg and Fulani diaspora, formed into three international organizations: the Azawad Solidarity Association, the Imouhagh International Organization for the Sake of Justice & Transparency, and the Tuareg diaspora organization in Europe.
This is a historic stand by the Azawad community before the International Criminal Court in The Hague in coordination with human rights organizations, to denounce the gross human rights violations in the Sahel region, particularly in Azawad, and to demand the opening of an independent international investigation to uncover the crimes committed by the Malian army and its mercenaries.

We have exposed to the world, before the International Criminal Court (ICC), the unpleasant security situation in Azawad, where populations are subjected to executions and bombings by Russian mercenaries employed by the juntas of Mali, Niger, and Burkina Faso.
We also called on the Arab-Tuareg, Fulani, and Berber world in general to unite, without forgetting to remind the international community of its responsibilities, which it must now assume to put an end to the ongoing genocide.
A detailed complaint, including all the massacres and arrests committed against the Arab-Tuareg and Fulani populations, was filed today with the ICC, following previous ones.
The demonstration was held in front of the International Criminal Court to denounce the abuses committed by the AES countries in general and Mali in particular against the Arab Tuareg and Fulani populations in the Azawad region.

The daughters and sons of TÉNÉRÉ residing in various European countries gathered in front of the International Criminal Court to break the silence on the tragic situation in Azawad. They denounced the violence suffered by indigenous populations, particularly the Tuareg, Arabs, and Fulani, who are victims of ethnic cleansing, massacres, looting, and forced exoduses.
The protesters called on international justice to conduct independent and impartial investigations into these crimes. They also appealed to the international community and human rights organizations to intervene on behalf of the displaced persons and refugees in Azawad.
The young Azawadians of Europe expressed their determination to make the voices of those who have no voice heard and to raise awareness among the international community about the critical situation in Azawad. They called for the establishment of humanitarian corridors to provide emergency aid to the affected populations.
This mobilization demonstrates the diaspora’s commitment to fighting for the rights of its people and denouncing the injustices they suffer.

The great writer Issouf Ag Maha, known for his insight and eloquence, denounced the massacres of civilians and the repeated and collective human rights violations committed by the Malian junta and mercenaries. He strongly condemned these barbaric methods and called on international institutions to act to ensure justice.
According to him, the affected populations must be protected and saved, not through violence, but through inclusive communication and constructive dialogue. He emphasized the importance of finding peaceful and lasting solutions to end the suffering of civilians and promote reconciliation and peace in the region.
Renowned writer and historian Issouf Maha, along with our Mauritanian brother and Sadigh Ould Ahmed, President of the European and African Association for the Defense and Promotion of Human Rights, spoke at the filing of our complaint with the International Criminal Court (ICC), detailing the massacres and arrests committed against the Arab-Tuareg and Fulani populations of Azawad by Mali and Wagner at the behest of the Malian junta.

This open letter, addressed to Ms. Tomoko Akane, President of the International Criminal Court (ICC), is a heartfelt plea from Issouf Maha, our brother, our father, and whom we consider a guiding light. In it, he deplores the silence of the international community and firmly denounces the massacres perpetrated by the Malian military and their Russian proxies, Wagner (now known as the Africa Corps), against specific communities, particularly the Arab Tuareg and Fulani.
Issouf Maha points out that this violence is not new, dating back even to independence, as this eloquent passage from his text underlines: “Indeed, we still remember the events of 1963 when the government of Modibo Keita, supported by the USSR, attempted a first ethnic cleansing by carrying out collective massacres and summary and public executions of innocent and defenseless civilians in the northern part of the country.”
In this regard, I would like to warmly congratulate Issouf Ag MAHA, Tuareg writer, former elected official and Knight of the Order of Merit, and the rest of the Azawadians as well, for his powerful and necessary open letter today. His courage and determination to denounce these atrocities are remarkable. We sincerely hope that his call for justice will resonate powerfully with international bodies. This is essential work not only for honor, but also for memory and, above all, for the defense of human rights.

Translation of the letter:
“Subject: Open Letter Azawad
To Ms. Tomoko Akane President of the International Criminal Court Office Box 19519 2500 CM The Hague, Netherlands
Madam President,
In December 2021, the Malian transitional government, which emerged from a military coup, called upon the services of the Russian Wagner militia. Officially, this contingent of 2,000 men was tasked with supporting the Malian armed forces in their fight against terrorist groups operating in the country.
Unfortunately, it quickly became apparent that this military support concealed a much darker objective: ethnic cleansing against certain populations, a plan unfortunately long harbored and encouraged by certain Malian authorities.
On January 25, 2024, the government unilaterally terminated the Algiers Accords signed in May 2015 under the auspices of the international community, thus triggering a new phase of hostilities against the independence movements in Azawad. This provided a pretext for eighteen months of systematic violence: torture, abuses, summary executions, rape, and looting.
Innocent civilians were targeted by the Malian army and its Russian proxies. Drones supplied by Turkey were used to indiscriminately bomb camps, villages, schools, markets, public transport vehicles, and water points—acts that unambiguously demonstrate a desire for annihilation.
The human and humanitarian consequences are dramatic: thousands of dead, wounded, families decimated, communities deprived of their livelihoods, and several thousand families forced into exile.
This despicable project, carefully planned by the ruling junta in Mali, is taking place in the absence of any testimony from the international community, which was previously expelled from the country for this purpose.
Faced with this tragedy, an independent association conducted a meticulous and exhaustive census of the victims, village by village, camp by camp, tribe by tribe. This fieldwork led to the compilation of a well-documented complaint, now filed with your institution. On June 14, 2025, a collective of associations, human rights activists, and democracy advocates organized a peaceful demonstration in front of the premises of the International Criminal Court to alert world public opinion to these extremely serious crimes.
Madam President,
The withdrawal of the Wagner militia from Malian territory, announced on June 6, cannot close this dark chapter of current events. It is imperative that the perpetrators, co-perpetrators, sponsors, and accomplices of these crimes be identified, arrested, and tried in accordance with the Rome Statute.
Indeed, we still remember the events of 1963, when the USSR-backed government of Modibo Keita attempted a first ethnic cleansing by carrying out mass massacres and summary and public executions of innocent and defenseless civilians in the northern part of the country.
The perpetrators, co-perpetrators, and sponsors of these despicable acts have never been questioned or arrested, which constitutes an inglorious black stain on the recent history of our humanity. Impunity cannot be an option in the face of such violations of human dignity, for fear of it becoming commonplace. We do not want history to repeat itself again in Mali.
In this regard, we address this open letter to you, in all humility but with unwavering determination, to ask you to use the full moral and legal authority of your institution to ensure justice for the victims.
Please accept, Madam President, the assurances of my highest consideration.
