PRELIMINARY REPORT<\/p>\n\n\n\n

Regarding serious violations of human rights and international humanitarian law in Azawad. Period covered: from 26 April to 19 May 2026.<\/p>\n\n\n\n

1 – Introduction<\/strong><\/p>\n\n\n\n

Date : 20\/05\/2026<\/p>\n\n\n\n

This preliminary report aims to draw the attention of national, regional, and international public opinion to the increasing number of serious violations of human rights and international humanitarian law in the Azawad territories. <\/p>\n\n\n\n

For several weeks, numerous consistent reports from the ground have indicated attacks targeting civilians and civilian objects, extrajudicial killings, enforced disappearances, the discovery of mass graves, arbitrary detentions, and inhuman and degrading treatment attributed to the Malian Armed Forces (FAMa) and their Russian partners operating in several regions of Azawad.<\/p>\n\n\n\n

This document is not an exhaustive report. Due to the vastness of the territory, persistent insecurity, access restrictions, and ongoing military operations, it remains impossible at present to accurately determine the true number of civilian casualties, missing persons, mass graves, or detainees who have died in custody.<\/p>\n\n\n\n

The facts reported below come from local testimonies, community sources, information gathered in the field, and reports submitted to our organization.<\/p>\n\n\n\n

\n\n\n\n

2 – General Context<\/strong><\/p>\n\n\n\n

For several years, the Azawad region has experienced a continuous deterioration of the security and humanitarian situation. Military operations conducted in various areas have had serious consequences for the civilian population, including:<\/p>\n\n\n\n

\u2022 Forced displacement;<\/p>\n\n\n\n

\u2022 Destruction of homes;<\/p>\n\n\n\n

\u2022 Significant livestock losses;<\/p>\n\n\n\n

\u2022 Restrictions on access to healthcare;<\/p>\n\n\n\n

\u2022 Arbitrary arrests;<\/p>\n\n\n\n

\u2022 Enforced disappearances;<\/p>\n\n\n\n

\u2022 As well as repeated violations of the fundamental rights of the population.<\/p>\n\n\n\n

Civilian populations living in isolated areas are particularly exposed due to the absence of effective protection mechanisms and the lack of access for independent observers.<\/p>\n\n\n\n

3 – Documentation of reported violations<\/strong><\/p>\n\n\n\n

3.1. Attack on the Em-Naghil Community Health Centre.<\/p>\n\n\n\n

Gao Region \u2013 Night of April 26, 2026.<\/p>\n\n\n\n

On the night of April 26, 2026, a drone strike targeted the Em-Naghil Community Health Center (CSCom) in the Gao region. According to locally gathered information, this attack resulted in the deaths of several civilians, including:<\/p>\n\n\n\n

\u2022 A health worker in charge of the center (Moghaze Ag Aboubacrine);<\/p>\n\n\n\n

\u2022 As well as a hospitalized patient.<\/p>\n\n\n\n

This strike also reportedly caused significant damage to healthcare infrastructure, jeopardizing access to care for local populations. Medical facilities and healthcare personnel benefit from special protection under international humanitarian law.<\/p>\n\n\n\n

\n\n\n\n

3.2. Strike Against a Civilian Vehicle in Inagozmi<\/strong><\/p>\n\n\n\n

Timbuktu Region \u2013 May 10, 2026.<\/p>\n\n\n\n

On May 10, 2026, a strike in the town of Inagozmi, in the Timbuktu region, targeted a civilian Hilux vehicle.<\/p>\n\n\n\n

The preliminary report indicates:<\/p>\n\n\n\n

\u2022 Several deaths;<\/p>\n\n\n\n

\u2022 As well as injuries among the civilian passengers.<\/p>\n\n\n\n

Local accounts indicate that the occupants were not participating in hostilities at the time of the incident.<\/p>\n\n\n\n

3.3 Bombing of civilian homes in Marat.<\/strong><\/p>\n\n\n\n

Between Adjelhoc and Tessalit \u2013 Kidal Region.<\/p>\n\n\n\n

Bombings have been reported in the town of Marat, located between Adjelhoc and Tessalit.<\/p>\n\n\n\n

According to information gathered:<\/p>\n\n\n\n

\u2022 Several civilian homes were reportedly damaged;<\/p>\n\n\n\n

\u2022 Significant material damage was reported;<\/p>\n\n\n\n

\u2022 Numerous animals belonging to local populations were reportedly killed.<\/p>\n\n\n\n

These attacks have severely affected the livelihoods of populations who live primarily from livestock farming.<\/p>\n\n\n\n

\n\n\n\n

3.4 Violence against civilians in Assikade.<\/strong><\/p>\n\n\n\n

13 mai 2026 \u2013 R\u00e9gion de Kidal.<\/p>\n\n\n\n

On May 13, 2026, in Assikade, a locality situated approximately 7 km west of Adjelhoc, a FAMa patrol accompanied by Russian elements reportedly:<\/p>\n\n\n\n

\u2022 Violently assaulted Sataw Ag Alkhamisse, who reportedly later died;<\/p>\n\n\n\n

\u2022 Then proceeded to arrest Ahmed Ag Alhousseiny, known as \u201cIntika\u201d.<\/p>\n\n\n\n

The exact circumstances of this arrest remain unknown at this stage.<\/p>\n\n\n\n

3.5 Discovery of bodies and mass graves.<\/strong><\/p>\n\n\n\n

a) Nossi zone \u2013 Cercle de L\u00e9r\u00e9 (Timbuktu region)<\/p>\n\n\n\n

Bodies have been discovered in the Nossi area, located approximately 17 km northeast of L\u00e9r\u00e9.<\/p>\n\n\n\n

The circumstances of the deaths and the identities of the victims have not yet been precisely established.<\/p>\n\n\n\n

b) Mass graves near Tessalit (Amachach)<\/p>\n\n\n\n

Two mass graves were discovered near the Tessalit (Amachach) camp, approximately 100 to 150 meters from the military site.<\/p>\n\n\n\n

The reported coordinates are as follows:<\/strong><\/p>\n\n\n\n

\u2022 20\u00b015’52.9″N<\/p>\n\n\n\n

\u2022 0\u00b058’46.4″E<\/p>\n\n\n\n

According to several local accounts:<\/strong><\/p>\n\n\n\n

\u2022 Residents are afraid to approach the pits;<\/p>\n\n\n\n

\u2022 The possible presence of hidden explosive devices is feared;<\/p>\n\n\n\n

\u2022 This practice has already been reported in some areas since the arrival of the Russian mercenaries.<\/p>\n\n\n\n

No independent investigative mission has yet been able to freely access the area.<\/p>\n\n\n\n

\n\n\n\n

3.6 Executions of civilians near the Toukki well.<\/strong><\/p>\n\n\n\n

May 14, 2026 \u2013 L\u00e9r\u00e9 area, Timbuktu region.<\/p>\n\n\n\n

On May 14, 2026, four innocent civilians\u2014three men and one woman\u2014were reportedly murdered at the Toukki well, located approximately 35 km northeast of L\u00e9r\u00e9, near Sognima.<\/p>\n\n\n\n

According to locally gathered information, these civilians were allegedly executed by a Malian army patrol accompanied by Russian mercenaries operating in the area.<\/p>\n\n\n\n

\n\n\n\n

3.7 Reported use of cluster bombs.<\/strong><\/p>\n\n\n\n

May 15, 2026 \u2013 Timbuktu Region.<\/p>\n\n\n\n

Locally gathered information indicates that cluster bombs were used for the first time in the Azawad region on May 15, 2026, approximately 60 km from Inagozmi, in the Timbuktu region.<\/p>\n\n\n\n

Health workers on the ground also suspect the use of mustard gas in the ongoing conflict. Only an independent investigation can verify these suspicions.<\/p>\n\n\n\n

These strikes targeted civilian vehicles.<\/p>\n\n\n\n

On the same day, a Toyota GX was bombed near Timbuktu.<\/p>\n\n\n\n

According to available testimonies:<\/p>\n\n\n\n

\u2022 The occupants were burned alive;<\/p>\n\n\n\n

\u2022 The victims were civilians.<\/p>\n\n\n\n

\n\n\n\n

The use of cluster munitions in areas where there are civilian populations raises serious concerns under international humanitarian law.<\/p>\n\n\n\n

3.8 Air strike on civilian camps in Talabit and Tadjmart:<\/strong><\/p>\n\n\n\n

May 17, 2026 \u2013 Kidal Region.<\/p>\n\n\n\n

On May 17, 2026, a Sukhoi Su-24 fighter jet belonging to the Russian mercenary group Afrika Korps reportedly targeted civilian camps in Talabit and Tadjmart, located approximately 80 km from Kidal.<\/p>\n\n\n\n

The preliminary report states:<\/strong><\/p>\n\n\n\n

\u2022 Of four injured;<\/p>\n\n\n\n

\u2022 Including two women;<\/p>\n\n\n\n

\u2022 As well as the death of a 7-year-old child.<\/p>\n\n\n\n

The strikes also reportedly caused:<\/strong><\/p>\n\n\n\n

\u2022 Significant material damage;<\/p>\n\n\n\n

\u2022 Partial destruction of homes and civilian settlements.<\/p>\n\n\n\n

Further information is expected regarding the evolving situation.<\/p>\n\n\n\n

3.9 Strikes against civilian vehicles in Amasrakad and near Timbuktu:<\/strong><\/p>\n\n\n\n

May 19, 2026 \u2013 Gao and Timbuktu Regions<\/p>\n\n\n\n

On May 19, 2026, a drone strike targeted a civilian passenger vehicle in Amasrakad, in the Gao region.<\/p>\n\n\n\n

According to locally gathered information, this attack resulted in the deaths of:<\/strong><\/p>\n\n\n\n

\u2022 The vehicle owner (Issouf Ag Aljimite, a disabled man);<\/p>\n\n\n\n

\u2022 And two other civilians.<\/p>\n\n\n\n

On the same day, two other civilian transport vehicles were reportedly bombed near Timbuktu. The six occupants of these vehicles also reportedly lost their lives.<\/p>\n\n\n\n

Testimonies also indicate the use of high-capacity bombs against civilian populations.<\/p>\n\n\n\n

These attacks have significantly increased the climate of fear among civilian populations, who say they can no longer move around freely or access medical care without risk of being targeted.<\/p>\n\n\n\n

4. Arbitrary arrests, enforced disappearances and conditions of detention:<\/strong><\/p>\n\n\n\n

Our organization, Imouhagh International, has been contacted on several occasions regarding cases of disappearances that occurred after the events of April 25, 2026.<\/p>\n\n\n\n

Several consistent testimonies report:<\/strong><\/p>\n\n\n\n

\u2022 Arbitrary arrests;<\/p>\n\n\n\n

\u2022 Secret detentions;<\/p>\n\n\n\n

\u2022 Forced disappearances in the Azawad territories as well as in Bamako<\/p>\n\n\n\n

Particularly alarming information also indicates that:<\/strong><\/p>\n\n\n\n

\u2022 Inmates are reportedly being held in metal containers without ventilation;<\/p>\n\n\n\n

\u2022 Some are being deprived of water and assistance;<\/p>\n\n\n\n

\u2022 Several deaths have reportedly occurred in detention due to extreme temperatures and mistreatment.<\/p>\n\n\n\n

\n\n\n\n

Our organization was also able to gather testimony from a former State Security (SE) detainee, who claimed to have suffered:<\/strong><\/p>\n\n\n\n

\u2022 Acts of torture;<\/p>\n\n\n\n

\u2022 Physical violence;<\/p>\n\n\n\n

\u2022 As well as inhuman and degrading treatment.<\/p>\n\n\n\n

According to his testimony, several detainees did not survive the abuse they suffered during their detention.<\/p>\n\n\n\n

5. Humanitarian impact:<\/strong><\/p>\n\n\n\n

The reported violence has had serious humanitarian consequences for the civilian population:<\/p>\n\n\n\n

\u2022 Loss of life;<\/p>\n\n\n\n

\u2022 Psychological trauma;<\/p>\n\n\n\n

\u2022 Destruction of homes;<\/p>\n\n\n\n

\u2022 Livestock losses;<\/p>\n\n\n\n

\u2022 Restricted access to healthcare;<\/p>\n\n\n\n

\u2022 Displacement of populations;<\/p>\n\n\n\n

\u2022 Worsening food insecurity.<\/p>\n\n\n\n

\u2022 A widespread climate of fear within communities.<\/p>\n\n\n\n

Populations living in rural and pastoral areas appear particularly vulnerable.<\/p>\n\n\n\n

\n\n\n\n

6.<\/strong> Analysis in light of international law:<\/strong><\/p>\n\n\n\n

\u2022 The facts documented in this report are likely to constitute serious violations:<\/p>\n\n\n\n

\u2022 International humanitarian law;<\/p>\n\n\n\n

\u2022 International human rights law;<\/p>\n\n\n\n

\u2022 And conventions relating to the protection of civilians in armed conflict.<\/p>\n\n\n\n

Among the violations that may be characterized are:<\/strong><\/p>\n\n\n\n

\u2022 Attacks against civilians;<\/p>\n\n\n\n

\u2022 Attacks against healthcare facilities;<\/p>\n\n\n\n

\u2022 Extrajudicial killings;<\/p>\n\n\n\n

\u2022 Enforced disappearances;<\/p>\n\n\n\n

\u2022 Torture;<\/p>\n\n\n\n

\u2022 Arbitrary detentions;<\/p>\n\n\n\n

\u2022 Inhuman and degrading treatment;<\/p>\n\n\n\n

\u2022 As well as the use of weapons capable of indiscriminately affecting civilian populations.<\/p>\n\n\n\n

These acts could lead to individual criminal liability for their perpetrators and those who commissioned them.<\/p>\n\n\n\n

7. Recommendations.<\/strong><\/p>\n\n\n\n

To human rights organizations:<\/strong><\/p>\n\n\n\n

\u2022 To open independent, impartial, and transparent investigations; <\/p>\n\n\n\n

\u2022 To identify and prosecute those responsible;<\/p>\n\n\n\n

\u2022 To guarantee the effective protection of civilian populations;<\/p>\n\n\n\n

\u2022 To end attacks targeting health facilities and civilian property;<\/p>\n\n\n\n

\u2022 To close clandestine detention centers;<\/p>\n\n\n\n

\u2022 To respect international standards regarding the treatment of detainees.<\/p>\n\n\n\n

\n\n\n\n

To independent international mechanisms:<\/strong><\/p>\n\n\n\n

\u2022 To obtain unrestricted access to the areas concerned;<\/p>\n\n\n\n

\u2022 To investigate reported mass graves;<\/p>\n\n\n\n

\u2022 To document the violations committed;<\/p>\n\n\n\n

\u2022 To establish an independent team tasked with searching for and identifying missing persons.<\/p>\n\n\n\n

\n\n\n\n

To humanitarian and human rights organizations:<\/strong><\/p>\n\n\n\n

\u2022 To strengthen monitoring of violations;<\/p>\n\n\n\n

\u2022 To provide assistance to victims;<\/p>\n\n\n\n

\u2022 To support affected communities.<\/p>\n\n\n\n

\n\n\n\n

8. Conclusion:<\/strong><\/p>\n\n\n\n

This document constitutes a preliminary report prepared in a conflict context marked by access restrictions, significant security risks, and ongoing military operations.<\/p>\n\n\n\n

Given the vastness of the Azawad territory and the continued violence reported, it remains impossible at this stage to establish a comprehensive account of the violations committed.<\/p>\n\n\n\n

Only independent, thorough, and long-term investigations, conducted with the support of local communities, will make it possible to establish the full truth about the reported abuses, mass graves, enforced disappearances, and deaths in detention.<\/p>\n\n\n\n

We reiterate that civilians, women, children, and all persons not directly participating in hostilities are protected by international humanitarian law.<\/p>\n\n\n\n

Any deliberate attack on their lives or physical integrity constitutes a grave violation that may render its perpetrators and those who ordered it responsible.<\/p>\n\n\n\n
